部編和民編教科書併行審定制政策之爭議分析
摘要 Abstract

  民主國家發展進程中,教科書決定教育的思維與走向,尤其在施行九年一貫課程改革後,教科書開放成為課程改革必然需要面對與正視的關鍵問題。然而,從事後趨勢檢證,教科書審定政策的務實推動,包括部編本與民編本併行制,均可能係教育部為減緩教科書開放政策所造成衝擊下應然的微調機制。
  本文利基於前開基礎,蒐集2002年至2008年間,有關本議題之輿論報導,包含不同民意走向的若干分析,諸如中國時報、聯合報、自由時報、立法院公報、教育部官方文件等,以瞭解中小學教科書發展趨勢,同時進行批判與深度省思,並對國家在教科書市場中的角色定位提出建言,以保證教科書的品質,從課程規劃、編審、試用、選用、使用、評鑑回饋等,建立系列健全機制;由專責課程研發單位,進行長期、系統性的教材研發與紮根性研究,作為成功改革課程及教科書的基礎。
  Textbooks determine the thinking and direction of education in developing democratic countries. In Taiwan, especially, since the implementation of the grades 1-9 curriculum reforms, the textbook opening-up policy has become a key issue that must be squarely faced as curriculum reforms are carried out. Following implementation, however, the pragmatic advancement of textbook approval policies, including a parallel system which includes both textbooks compiled by government and private organizations, should be allowed to serve as a fine-tuning mechanism employed by the Ministry of Education(MOE) to mitigate the impact of the textbook opening-up policy.
  Building on earlier studies, this paper collected reports published between 2002 and 2008 reflecting opinions on this subject, including a number of articles with different slants taken from the China Times, the United Daily News, the Liberty Times, Legislative Yuan communiqués, and official MOE documents to understand trends in the development of textbooks for primary and secondary schools in order to evaluate and carefully consider these trends and further to propose suggestions regarding the role the government should play in the nation’s textbook market to guarantee textbook quality, from curriculum planning, textbook editing, trial use, and selection to evaluation and feedback, to facilitate the establishment of a sound mechanism and an agency tasked with the study and development of curriculum to perform long-term, systematic research and development on teaching materials to serve as grounded research to lay a foundation for the successful reformation of curriculum and textbooks.

國小語文領域教科書中身心障礙人物之內容分析研究

  學校教科書對學生態度形成和人格發展的影響至鉅,教科書中對身心障礙人物的描述也會影響學生對身心障礙同學的態度。本研究旨在透過內容分析法分析國小語文領域教科書中身心障礙人物之障礙類別、發展特質、重要他人與融合教育。研究結果如下:(1)語文領域教科書中身心障礙人物分布率低,且障礙類別偏狹,以肢障的出現率最高,缺聽障、自閉症、情緒行為障礙與發展遲緩等4類障礙;(2)教科書中偏重在障礙名人之發展特質描述;(3)國小語文領域教科書之身心障礙者人物之重要他人,包括父母、教師與同儕等;(4)教科書中有關融合教育文章僅有2 篇,主題為身心障礙學生參與班級活動過程與障礙體驗。研究者建議教科書編輯應擴增身心障礙人物文章篇幅與融合教育內容,以實踐九年一貫課程綱要人權教育議題。
  Textbooks are able to shape the attitude of students. The descriptions of people with disabilities in textbooks would influence students’ attitude to people with disabilities. The purpose of this study was to analyze people with disabilities described in Chinese-language elementary school textbooks, including the prevalence of categories of disabilities, the development of their character, significant others and inclusive education. The results of study include: (1) People with disabilities are significantly underrepresented in Chinese-language elementary school textbooks. The most prevalent disabilities found in textbooks focused on physical disabilities in nature. Four categories of disabilities neglected in textbooks including hearing impairment, autism, emotional disabilities, and developmental retardation. (2) Textbooks tended to emphasize the character development of well-known people with disabilities. (3) Significant others for people with disabilities including parents, teachers, and their peers. (4) Only two compositions regarding to inclusive education in textbooks. The themes focused on the participation of physically and mentally disabled students in class activities and experiencing disabilities.

A Survey of Junior High School Science and Technology Teachers' Satisfaction with Textbooks Issued by the Ministry of Education Shan-Yuan Chuang   Lung-Sheng Lee

國中自然與生活科技教師對部編本教科書之滿意度調查研究

  教育部在2005年出版國中自然與生活科技部編本教科書「編撰架構」及「第一冊」,本研究旨在瞭解使用者國中自然與生活科技教師對該兩文件的滿意度,供後續部編本編印和選用之參考。研究對象以選用部編本教科書的56所學校進行問卷調查,回收有效問卷128份(回收率69.6%)。調查結果顯示:(1)教師對部編本教科書的滿意度不因性別、學歷、任教科別與年資不同而有所差異,故後續得以整體教師意見討論;(2)教師對部編本教科書的「編撰架構」及第一冊之「內容屬性」、「教學屬性」和「可讀性」滿意度中等;(3)教師對部編本教科書第一冊之「物理屬性」具有較高的滿意度;(4)部編本教科書的編撰架構需更妥善規劃適切的學習內容與學習順序;(5)部編本教科書的內容應加強理念統整及內容的完整性、邏輯性與生活化;(6)部編本教科書應更妥善規劃適切的教學目標、活動示例、評量方式及輔助教材;(7)部編本教科書的內容須更妥善規劃圖文與字體規格的妥適性、標題的趣味性及文句使用的適當性。
  The objectives of this study were to investigate junior high school science and technology (S&T) teachers’ satisfaction levels in regard to the framework and content of volume one of the national S&T textbook for junior high school students and to examine differences based on demographic variables of the teachers. To achieve these objectives, a questionnaire with 184 items was mailed to all 56 junior high schools that selected the national S&T textbook. The following conclusions were made based on the survey results: (1) The gender, major, teaching experience, and educational background of teachers did not affect their satisfaction with the national textbook; (2) Teachers were moderately satisfied with the “framework,” “content attributes,” “teaching attributes” and “readability” of the national textbook; (3) Teachers tended to be more satisfied with the “physical attributes” of the national textbook; (4) The framework of the national textbook needs to better planned to provide more appropriate learning content and order; (5) The content of the national textbook could be improved by enhancing the integration of rationale, and the completeness, logicality, and relation to life of content; (6) The national textbook could be improved by planning instructional goals, learning activities, evaluations, and auxiliary learning materials; (7) The content of the national textbook could be improved with more appropriate illustrations, characters, fonts, interesting headings, and appropriate sentence structure.

Transformational Issues in Curriculum Reform: Perspectives from Hong Kong

  隨著1997年香港回歸中國主權後,新政府積極展開了一連串的教育改革計劃。廣泛向社群進行諮詢後,橫跨十年的基本及高中教育改革於2001年開始進行闡釋和定立方案。在這次改革中,學校課程被視為重要的一環,當中建議較為統整的課程、能投入學習的教學策略及評量方法,更重視學習歷程,不再只著重評核結果。在新方案中,所有學生都需接受增至六年的高中教育。雖然改革方案是一種後殖民的轉變,但是當中亦尋求發展一套在知識經濟體系中支持香港角色的課程。縱使不是所有學校都對此改革抱著支持的態度,但是有關證據顯示轉變正在發生,改革方案下已對教與學兩方面產生影響。
  Following the return of Hong Kong to Chinese sovereignty in 1997, the new government set out an ambitious programme of educational reform. Following extensive community consultation, reforms to both basic education and senior secondary education were set out and programmed over a ten year period starting in 2001. The school curriculum was the centre piece of this reform agenda with proposals for a more integrated curriculum, more engaging teaching strategies and assessment processes that focused on learning rather than testing. A new approach to senior secondary education extended six years of schooling to all students. The reform agenda was post-colonial in nature but also sought to develop a curriculum that would support Hong Kong’s role in the emerging knowledge economy. The reaction of schools to this agenda has not always been supportive. Yet there is some evidence that change is being made and teaching and learning in Hong Kong schools has been affected by the reform agenda.
